Homeless Prevention Initiative
The Homelessness Prevention Initiative (HPI) provides financial support to help home insecure youth, age 16-21, in Waldo County to avoid being or becoming homeless.
Midcoast Maine Homeless Coalition (MMHC) will provide funds monthly that can be used to help offset costs of food, utilities, rent or other needs to allow the youth to avoid homelessness. For appropriate youth, both the adult head of household and the youth will receive a monthly prepaid Visa card for several months before re-application. Youth must stay in school or have a job and remain in the household to be in compliance. Any changes in the head of the household or anyone over 18-years-old living in the household need to be communicated with Midcoast Maine Homeless Coalition (MMHC).
Registration in this program requires that five types of paperwork must be completed and submitted to Midcoast Maine Homeless Coalition before any funding can begin. The required paperwork includes:
1. Background Check Authorization: As with anyone working with youth, anyone 18 years or older who lives in the dwelling where our youth will live, needs to have a background check completed on them. This is done as a safety precaution.
2. Head of Household Applicant Information: This form identifies who the applicant, co-applicants, and others 18 years or older who are living in the house where the youth will be living.
3. Youth Application: This form provides information on the youth who we are supporting. It gives some background on them, their interests, and helps us identify other resources that may be helpful to them.
4. Indemnity Agreement: This form identifies the expectations and limitations of this housing agreement.
5. Parental/Legal Guardian Consent: Parental consent is required before we will provide the funding for this housing agreement.
In addition to these five documents being returned signed and completed to Midcoast Maine Homeless Coalition, the applicant is also given two documents notifying them of their rights. One is the FCRA Notice regarding background investigations and the second one is a summary of their rights under the federal Fair Credit Reporting Act. Program notes on each HPI participant are kept confidential.
